In DC these are treated like parking tickets. They are not criminal and are not "moving violations" and don't touch your insurance. But they can collect on them regardless of who the driver was, simply similar they can with a parking ticket.

Other jurisdictions do accept the selection of transferring responsibility to the actual driver. Non the case in DC, to my noesis.
